Urgent problem with pub/exp/vet servers

Aussie, public, and veteran servers are currently rounding all times to 2-tick intervals. (0.03 s)
Expert server is rounding all times to 4-tick intervals. (0.06 s)

We think it's rounding to the NEAREST respective tick. It's possible it's rounding down. We are sure it is not rounding up. (after testing on surf_illumination b5)

What this means is all times are being snapped to multiples of 2/4 ticks (depending on server). The implications for WRCPs/WRBs is particularly scary, as short stages are at high risk of being exploited by this bug.

Right now the only time we're sure is affected by this is Sense's s8 WRCP on surf_swagtoast. By the nature of the record, however, we don't think it should be removed -- we think it would make the most sense (ha) to add 3 ticks (0.045s) to his time.

The issue persists across map change and is believed to have started sometime in the last 12-24 hours. Effects of a server restart are (obviously) unknown, until we manage to crash the server...

e: also worth noting: The Europe server (as far as we can tell so far) is unaffected. I beat the surf_illumination wrb5 by a time of .02 on the Europe server; however, when I spawned the replay, the server lagged very badly for about 10-15 seconds, which everyone experienced.

This went on for 5 whole pages in RRB and every one of them being +0.00, also on a 0.06 interval. 0.06, 0.12, 0.18 ...

When either of us beat by +0.00 it said both of us were rank 1 but only one of us got the points.
