What plugin are you using for no chat delay??

Hi

In your server you can send a chat message after 0.0 second, if you send too much you will get blocked automaticly for x seconds.

I'd like this for my own test server, but i cant find it anywhere on the web.

Is this a plugin u use for it? and ifso, could u share it?
