Remove radio commands

It's the most irritating thing in the world to be spammed, especially when you're in the middle of a run and you can't hidechat.

It has no important use, and it's just another job for admins/vips to silence noobies who think it's funny.

Can't you just type "ignorerad" in console?

Can probably catch the event with SDKhooks, I assume the plugin uses sourcemod.
