someone was doing that earlier today, but made it seem like it was me who was spamming +paint, i even got kicked for it

You can always type r_cleardecals in console and i believe you can also limit how much paint appears with r_decals 1-999999.

dont think its possible to use +paint command for other players, as i mentioned b4..

Yeah, I have WASD bound to move and r_cleardecals, but it's still annoying to see the rainbow beam out of their body. I don't understand why people would donate to get perms just to abuse them.
