What plugin is used for the multi coloured chat tags

I am seeking a plugin which allows for chat tags consisting of more than one color / colour. I noticed that you have one on your servers and would be interested to know which plugin, and where I can find it if it's available on the internet.

I believe it is part of the VIP Plugin that unt0uch made with the Surftimer package which isn't available for public use. I could be wrong though.
