What sort of possibility is it to have restrictions on rookies rtv'ing and voting on map. It gets extremely frustrating when you're trying to PR or get G1 on a map thats too hard for the rookies and they rtv and leave straight after, because they get bored.

Also when you are the only person on the server and someone else joins and rtv's gets annoying so also if there are less than 3 people in the server have it so all the players on the server have to rtv before voting begins.
