If someone Gags a VIP, can that VIP ungag themselves? Or is that gag dodging?

Depends on the gag. If it was justified then ungagging yourself is dodging, yes.

The same thing that applies to regular users applies to VIPs. If one VIP mutes/gags another, it is up to a KSF Member to determine if the gag/mute was justified.
