I agree to qr, although I've not been there at that time. But I've seen Mia, and he could need a permanent mute. He just wants attention.

Just to justify the mute, I put a vote up on the server to mute him. Somewhere around 80% of the people on the server wanted him muted, so I muted him. This was of course after half the server was typing in votemute. He then kept telling me that he would report me here, and I told him to. He continued to rejoin and avoid the mute. Then he bought VIP, and now he continues to do the same thing, but my mutes don't really get the job done anymore.
