Map votes

What are the rules on making map votes, cancelling rock the votes or changing to a map to your own likings?
It happens to often IMO and sometimes it can get very frustrating, not just to me but most of the server attenders.

I ask that no one changes a map without a map vote. Putting up map votes is allowed.
