In no OTHER candy do they use those ingredients.

Therefore, chocolate is unique on its own and holds its own group.
Though i agree that smarties or m&ms are chocolate candy, because they are chocolate WITH something else. but a chocolate bar is a chocolate bar, not a candy bar.

You can argue this in many ways, because there is no true definition of 'candy', only legally enforced rules for products.

Candy is slang and therefore will obviously yield a different answer depending on each persons past experiences and beliefs.

If you look here at Appendix C Part II, yes the top one hahahahah you will see the old definition, then proceed to look down to the amended version which will obviously be the version to look at however it does not effect my point.

“Candy” means a preparation of sugar, honey, or other natural or artificial sweeteners
in combination with chocolate, fruits, nuts or other ingredients or flavorings in the form of
bars, drops, or pieces. “Candy” shall not include any preparation containing flour and
shall require no refrigeration. The term does not include any preparation:
(1) containing flour, if the preparation is labeled in the manner provided by 21 CFR 101
and flour is one (1) of the first (3) ingredients listed on that label; or
(2) requiring refrigeration.

As you can see here it says that candy is a product of a COMBINATION of chocolate mixed with any other named ingredient, so it is by definition and logically not candy.
